The community of Wood River is pursuing a grant through the Nebraska Department of Economic Development (NDED) to establish an owner-Occupied Housing Rehabilitation Program. This is an outgrowth of the Wood River Vision 20/20 process and is the result of much hard work by the Vision 20/20 Housing Committee over the past year.
Eligible homeowners may receive assistance to make structural, mechanical, electrical, weatherization and plumbing improvements to their homes. Not having the funds available is no longer an excuse. Do not miss out on this chance to reduce energy costs or to make those needed home improvements. This grant will not come from City of Wood River funds. In order to demonstrate strong interest in this program for the grant application, it is very important that you complete the Home Improvement Survey that is now posted ONLINE. Alternatively, you may pick up a paper copy of the survey at the City Clerk’s office during normal business hours. Or print one here. Responses must be submitted no later than 3/10/15! The Vision 20/20 Housing Committee, City of Wood River and South Central Economic Development District (SCEDD) are in the process of applying for this grant. There are no guarantees that it will be awarded. However, if the City’s application is approved, those homeowners who express preliminary interest by completing the home improvement survey will have first application priority if the grant is awarded to Wood River.
How do I know if I’m eligible?
- Your household income is less than 100% of the area median income
- You own and live in your home, and it is located within city limits
- Mobile homes and rental properties are not eligible under the DED guidelines
What repairs are ELIGIBLE?
Eligible repairs are those that will add approximately twenty (20) years to the life expectancy of the home, including:
- Structural-foundation, roof, etc.
- Mechanical-furnace, air conditioning
- Water heater
- Electrical-wiring, fuse boxes
- Plumbing
- Weatherization-windows, doors, insulation, etc.
- Siding, exterior paint
- General –kitchens, bathrooms, etc.
- Handicapped Accessibility-ramps, bathrooms, etc.,
- Relieve overcrowding
- Safety or code deficiencies
- Lead based paint mitigation
What repairs are NOT ELIGIBLE?
- Garages and outbuildings
- Driveways and sidewalks
- Window AC units
- Fireplaces
- Decks and Patios
- Landscaping and fences
- Jacuzzis, hot tubs and spas
- Kitchen appliances
- Reimbursement for repairs not completed by the Program
How much assistance is available?
- Up to $25,000 per unit
- If a home will not meet basic standards after $25,000 is injected, then the home is not eligible for this program under DED guidelines
Will I have to repay the assistance?
- 100% forgivable loan over 10 year period
- If homeowner moves, sells or rents the property within that 10 year period, the remaining grant balance will need to be paid back

- All surveys will be routed to SCEDD to get an indication of how much interest there is for this grant program.
- Grant awards to selected Nebraska communities will be announced by DED in July 2015.
- After you have submitted your survey, a SCEDD Housing Specialist will contact you to discuss eligibility further. All information will remain confidential; no one in the community will have access to your personal data.
